Independent Mail (Anderson, SC): Anderson County Legislative Delegation to meet

 -- Few surprises are expected from an Anderson County Legislative Delegation meeting set for Monday.

Members of both the South Carolina Legislature who represent the residents of Anderson County will meet to review the budgets of the organizations over which the members have fiscal oversight, as well as make appointments to various boards and commissions.

Rep. Brian White, an Anderson Republican, said the meeting will primarily involve votes on the budgets for the Anderson County Board of Education, the Anderson County Alternative School, the Anderson County Fire Protection Commission and the Anderson School Districts 1 and 2 Career and Technology Center.

Different budgets need to be approved by the legislative delegations in the state by July 1, White said.

"I don't think there will be any surprises, because I don't think anyone is having any millage increases," he said about the meeting Monday.

Since last year, the legislature has slashed nearly $1 billion from the state's budget. In Anderson County, the alternative school and the career center, which is in Williamston, saw base student cost - the primary funding mechanism for the state's pubic schools - for them drop to $1,630 per student in fiscal year 2010-11 from $2,324 in 2009-10.

White said the new budget year could bring an opportunity.

"This is a golden opportunity for us to get rid of things we don't need to be doing and focus on the things that we need to be doing. And to put what money we have to good use," he said.

The delegation will appoint members to some of the area boards and commissions. Many of those applying for the spots already are serving in the positions.

The delegation will fill one vacancy on the Anderson County Foster Care Review Board and three on the Anderson County Disabilities and Special Needs Board. Three positions will be filled on the Anderson County Fire Protection Commission. One vacancy will be addressed on the Anderson County Forestry Board, and two vacancies will be addressed on the Anderson County Social Services Board.

The delegation will appoint people to the governing boards of four water districts - Hammond, Sandy Springs, West Anderson, and Starr-Iva Water and Sewer District. Each district has three positions to fill.

The delegation will also appoint one person to the Tri-County Technical College Commission.

Delegation members will hear from Tom Mayer, superintendent of the John De la Howe School in McCormick, S.C.; from Bobby Beville, director of the Anderson City Parks and Recreation Department, about Linley Park; and from Faye Brown with the Foothills Alliance about Keeping Children Safe and the Children's Policy Council.
